Microsoft has dropped two strong hints in the past two days that the next version of its Windows operating system, Windows 7, will arrive in 2009.

Microsoft intends to cut its losses with Windows Vista, which has been poorly accepted by customers, especially large companies or corporations.
Microsoft has long said it wants to release Windows 7 about three years after Vista, which was released to manufacturing in November 2006 but not officially launched until January 2007.
Microsoft also hint that it would extend the availability of Windows XP Home for low-cost laptops, Microsoft said it would retire the operating system only after June 30, 2010, or one year after the release of Windows 7.
I would expect Windows Vista to end up like Windows Millennium Edition (Me). Windows Vista might be the second shortest lifespan operating system created by Microsoft.

why it is version 6.1 but not version 7.0?

Ask Microsoft. Even Windows Vista SP1 is shown as version 6.0 only.

one main question about windows 7. i believe many people also concern about it. whether windows 7 will be stable and reliable or not. and will windows xp software be able to run on them?
